Bihar Disability Pension Scheme

The Bihar State Social Security Pension Scheme was initiated by the State Government to cover those older persons who are destitute and are not covered under the Indira Gandhi National Old Age Pension Scheme (IGNOAPS). The State Government is committed to simplify the process of availing the benefits of the Scheme. In this regard it has brought in the Bihar State Social Security Pension Scheme, 2007, Amendment 2009 Guidelines.

Implementation Status

As on July 2011 the number of beneficiaries under the scheme were 2.11 lakhs against the target of reaching 5 lakhs beneficiaries.

Benefits and Eligibility

Under the Scheme a sum of rupees 200 is provided to eligible people. The applicant must be physically disabled and posses a certificate of disability. There is no minimum or maximum age limit for availing the benefits of the scheme. There is no upper limit of annual income defined for availing the pension. The applicant should be a resident of the State or should have been residing in the State for at least past 10 years, since the date of submission of the application.

How to Access

To avail the benefits of the scheme the applicant should submit two copies of duly filled application form. The identification of beneficiaries is done by the village head (Mukhiya) or the Panchayat Secretary. Beneficiaries can be recommended through the Gram Sabha. The disbursement of pensions is transacted through the Post Office Saving Bank account of the pensioners.

Indira Gandhi National Disability Pension Scheme (IGNDPS)

Indira Gandhi National Disability Pension Scheme was introduced in Bihar during the year 2009-10 as a part of National Social Assistance Programme. The Scheme is being implemented through the funds received from Government of India. Under this Scheme pension is provided to the persons with disabilities (with 80 percent or more disability) of 18-59 years belonging to the below poverty line (BPL) families. Pension is paid through post office savings account.

Implementation Status

Under the Scheme 15,645 people were benefitted in the State, till November 2011 which constitutes 9 percent of total 1.67 lakh beneficiaries identified by the Government of India.

Benefits and Eligibility

Under the Scheme an amount of Rs. 200 /- per month is paid to persons who fulfill the state eligibility norms. The eligible person should be in the age group of 18-59 years, belonging to BPL families and should have 80 percent or more disability.

How to Access

To avail the benefits under the Scheme, the eligible person has to submit two copies of duly filled application form along with age certificate, disability certificate, BPL certificate and proof of residence to the concerned Block Development Officer (BDO). The Right to Public Services Act is applicable under the Scheme. After scrutiny, the application is forwarded by the BDO to the Sub Divisional Officer for approval. Following the approval, the approval letter is dispatched to the Post Office, where a savings account is opened in the name of the beneficiary for making the payments. In case of rejection of application, the applicant is duly informed.

Indira Gandhi National Old Age Pension Scheme (NOAPS)

The National Old Age Pension Scheme was introduced in Bihar in 1995 under the National Social Assistance Programme 2007. In November 2007 the Scheme was renamed as the Indira Gandhi National Old Age Pension Scheme. The Scheme is designed for older persons who are at the age of 60 years or above.

Implementation Status

The Scheme benefitted 30.80 lakh older persons till November 2011 against the target set by Government of India to provide benefits to 34.15 lakh older persons in the State.

Benefits and Eligibility

Under the Scheme, a monthly pension of at least Rs. 200 /- is provided to all older persons (male or female) above the age of 60 years, belonging to below poverty line (BPL) families. During the financial year 2011-2012 Government of India has decided to provide a monthly pension of Rs. 500 /- to older persons who are at the age of 80 years or above.

How to Access

The Scheme has been brought under the purview of the Right to Public Services Act w.e.f August 15, 2011. To avail the benefits of the Scheme the applicant has to submit two copies of application in a prescribed format (format-1)* along with photographs, BPL certificate, age certificate and proof of residence to the Block office. The applicant should obtain receipt for the application submitted which would be helpful in availing the information regarding the progress of the application. The Sub Divisional Officer provides information on the status of approval of application within a specified period. After approval, the Approval Order is sent to the Post Office where a savings account is opened in the name of the beneficiary for making the payments. The prescribed amount of pension is deposited in the account of the beneficiary. In case of rejection of application, the applicant is duly informed.

Indira Gandhi National Widow Pension Scheme (IGNWPS)

The Indira Gandhi National Widow Pension Scheme was launched in 2009-10 as part of the National Social Assistance Programme to provide financial assistance to widows.

Implementation Status

It is estimated that till November, 2011, the total number of women benefitting from the Scheme were 3.20 lakh against the target of 2. 41 lakh set by the Government.

Benefits and Eligibility

The benefits under the Scheme include a monthly pension of Rs. 200 /- to the eligible person. Widows between 40-59 years of age belonging to below poverty line (BPL) families are eligible for benefits under this Scheme.

Laxmi Bai Social Security Pension Scheme

The Scheme was introduced in 2007, primarily for the welfare of widows. Currently the Scheme provides pension to those widows who are;

  • Between 18-39 years of age, who belong to the BPL families or whose annual income from all sources is less than Rs. 60,000 /- per annum
  • Between 40 and 64 years of age, who belong to the BPL families or whose annual income from all sources is less than Rs. 60,000 /- per annum
  • Equal to or above 60 years, who belong to the BPL families or whose annual income from all sources is less than Rs. 60,000 /- per annum

Implementation Status

Till November, 2011 a total of 4.62 lakh beneficiaries were provided benefit under this Scheme whereas the target was to cover 5 lakh beneficiaries under the Scheme.

Benefits and Eligibility

Widowed women in the age group of 18-65 years and those above 65 years who are not eligible for availing the national pension schemes are eligible for benefits under this Scheme. The eligibility criteria are as follows:

  • Women between 18 -39 years of age, whose annual income from all sources is less than rupees 60,000 /- per annum
  • Women between 40 and 59 years of age whose income from all sources is below rupees 60,000 /- per annum
  • Women equal to or above 60 years of age whose income from all sources is below rupees 60,000 /- per annum
  • Women equal to or above 60 years of age who were previous beneficiaries of the Laxmi Bai Social Security Pension Scheme and were not included under the National Old Age Pension Scheme due to not being listed in the BPL list;
  • Women who are residents of Bihar or have been residing in the State for at least last 10 years from the date of application.

State Social Security Pension Scheme

Pension Scheme, persons of 60-64 years, belonging to poor families whose yearly income is less than Rs. 5,500 /- in case of urban areas and less than Rs. 5,000 /- in case of rural areas, are given pensions at the rate of Rs. 200/- per month. There is no age limit in case of bonded labor.

Implementation Status

The Scheme is under implementation since the year 1974. Over, 80,679 persons had benefited from this Scheme till November, 2011.

Benefits and Eligibility

Under the Scheme a sum of Rs. 200 /- is provided to eligible people. The applicant must be between 60 to 64 years, enlisted as living below poverty line (BPL) and should not be covered under the Indira Gandhi National Old Age Pension Scheme. The applicant must have a maximum annual income of Rs. 5,000/- if living in a rural area and Rs. 5,500 if living in an urban area.

How to Access
